Cigarette Prices Up
The price of cigarettes in Slovenia will go up on Sunday as part of an increase in excise duty on tobacco. A pack of cigarettes will on average be 10 cents dearer, according to wholesaler Tobacna Ljubljana.
Excise duties are rising from at least EUR 86 per 1,000 cigarettes to at least EUR 90, which is a 4.6% increase.
The price hike is in line with amendments to the excise duties act bringing forward a planned increase in excise for cigarettes from October to July.
The legislative changes also envisage further gradual rises. On 1 October the excise duties will rise to EUR 94 per 1,000 cigarettes and on 1 January 2013 to EUR 97.
The amendments were passed in mid-June. The hike will net the budget EUR 4m this year and EUR 8m in 2013.
In line with EU law, excise duties on cigarettes must be at least EUR 90 per 1,000 cigarettes by 1 January 2014.

Ridiculous. We are in the middle of a stressful recession. Why aren't Slovenians being paid for their tobacco habit?
The benefits of smoking in Slovenia are threefold: buying fags supports third world farmers; secondly a smoking Slovenia is concentrating harder on economic recovery as soon as it finishes this; and being able to avoid nicotine withdrawal symptoms at reasonable prices is keeping the birth rate down and therefore other tax revenues up.
The wellness smoking brings to the economy doesn't stop there. Let's not forget the Keynesian benefits of all the birth defects and puffed out people, ensuring there will be plenty of jobs in the health and fitness industries.

To hell with the EU: taxes should be cancelled on tobacco, smoking should be subsidised by the government and citizens should be allowed to claim a small payment for each cigarette they enjoy.
By combining ashtray and bankomat technology a working smoker could receive his cash by inserting his butt into a handy hole-in-the-wall.
